revised terms of clearance

New terms of clearance agreed upon by OMB-OIRA and HUD-PD&R.

Modifies current Terms of clearance.

1. HUD has approval to begin all field work in all sampled tribes (40 plus any of the 20 set aside tribes, as needed) and

2. HUD will submit to OMB field reports on a bi-monthly basis describing:

   1. assessment of coverage by frame type;

   2. nonresponse observed;

   3. interview length observed; and

   4. other assessments of instrument functioning as HUD determines appropriate.
