Form BC is required by law and is
designated to collect timely information on international portfolio
capital movements, in particular own U.S. dollar claims of U.S.
resident financial institutions on foreign residents. The
information is necessary in the computation of the U.S. balance of
payments accounts and the U.S. international investment position,
and in the formulation of U.S. international financial and monetary
policies.

The total overall increase in
burden is the result of an increase of 14,259 hours due to program
changes and a decrease of 2,268 hours due to a decrease in the
number of respondents. The program changes were needed to meet new
international financial reporting standards. The new standards were
met by (a) movement of a number of respondents from the TIC C-forms
to the TIC B-forms, and (b) the addition of two new rows in the "of
which" items at the end of the form: new row "Claims on
Foreign-Resident Non-Bank Financial Institutions," and new row
"Unpaid Insurance Claims."
