Form BL-1 is required by law and is
designed to collect timely information on international portfolio
capital movements, in particular U.S. dollar liabilities of U.S.
resident financial institutions to foreign residents. The
information is necessary in the computation of the U.S. balance of
payments accounts and the U.S. international investment position,
and in the formulation of U.S. international financial and monetary
policies.

The total overall increase is
the result of an increase of 6,118 hours due to program changes and
a decrease of 1,560 hours due to a decrease in the number of
respondents. The program changes were needed to meet new
international financial reporting standards. The new standards were
met by (a) movement of a number of respondents from the TIC C-forms
to the TIC B-forms, and (b) the addition of two new rows in the "of
which" items at the end of the form: new row "Liabilities to
Foreign-Resident Non-Bank Financial Institutions," and new row
"Unpaid Insurance Claims and Prepaid Insurance Premiums."
