Form BQ-3 is required by law and is
designed to collect timely information on international portfolio
capital movements, in particular maturities of selected U.S. dollar
and foreign currency liabilities and claims of U.S. resident
financial institutions with foreign residents. This information is
necessary in the computation of the U.S. balance of payments
accounts and the U.S. international investment position, and in the
formulation of U.S. international financial and monetary
policies.

The total overall increase is
the result of an increase of 3,186 hours due to program changes and
a decrease of 144 hours due to a decrease in the number of
respondents. The program changes were needed to meet new
international financial reporting standards. The new standards were
met by (a) movement of a number of respondents from the TIC C-forms
to the TIC B-forms, and (b) the addition of three new rows in the
new Part 2 section on page 2 of the form: new row "Demand Deposits,
Arrears, Resale Agreements Under Continuing Contract, and Items
With No Fixed Maturity," new row "Maturing in 1 Year or Less,'' and
new row ''Maturing In Over 1 Year."
