Explain: FEMA Form 086-0-24 - The addition of the new information elements requested does not add to the hour burden because this information is already available to or determined by the engineer or architect in the course of completing the certificate. The information is requested so that eligibility for benefits can be readily determined without having to request additional information or clarification from the applicant after the form is received.
