Changing Regulations
Comprehensive Needs Assessments, or CNAs, were authorized by Title IV of the Housing and Community Development Act of 1992, as amended by the Multifamily Housing Property Disposition Reform of 1994 (P.L. 103-233) to be conducted on all HUD insured projects and for all projects designated occupancy by the elderly. Such authorizations have expired. Current use of Rehabilitation needs have become institutionalized through inclusion in project applications for funding using the Multifamily Accelerated Processing (MAP) Guide, and as a requirement for projects seeking approval for a Partial Payment of Claim (PPC). In the future, CNAs may also be a requirement of other HUD programs currently in development. Forms have been retired and submissions are through pay.gov.
