Abstract: The Census Bureau seeks to explore alternative modes of contact and collection in an effort to reduce costs and increase self-response. This pre-test will examine the use of administrative records and an adaptive contact strategy tailored to each household to reduce non-response follow-up (NRFU) workload and increase NRFU production rates while maintaining or increasing the level of data quality.
