OMB files this comment in accordance with 5 CFR 1320.11(c) of the Paperwork Reduction Act and is withholding approval of this collection at this time. This OMB action is not an approval to conduct or sponsor an information collection under the Paperwork Reduction Act of 1995. The agency shall examine public comment in response to the Notice of Proposed Rulemaking and will include in the supporting statement of the next ICR, to be submitted to OMB at the final rule stage, a description of how the agency has responded to any public comments on the ICR. This action has no effect on any current approvals. OMB requests that when the agency considers approval of the next version of Reliability Standard PRC-005 that the agency seeks public comment on whether there is substantial need for, or possible alternatives to, the 24 year record retention provision contained in the Reliability Standard.

Proposed Reliability Standard PRC-005-2 applies to entities registered with NERC as distribution providers, generation owners, and transmission owners. This proposed standard will require entities to perform a one-time review of their existing protection system maintenance programs (PSMP) and update their programs and documentation accordingly. Protection systems must be maintained and tested at regular intervals to insure they will operate as intended when called upon and that maintenance intervals vary depending on the type and nature of the protection system, as well as the reliability impact of a potential failure of that system. The new information collection requirements in PRC-005-2 help meet the need to ensure that protection systems are well maintained and tested. Without these new requirements there is an increased chance of protection systems not functioning properly.
