This is a renewal request of a long
running data collection series. Many of the questionnaires have
been standardized since the previous approval, 3 years ago. The
target population has decreased because plants either closed or
were merged with other plants and are now reporting as combined
units. The estimated average number of minutes it takes to complete
a questionnaire was increased due to feedback from
respondents.

The target population was
reduced from 826 operations to 675. An estimated 151 plants either
closed or were merged with other plants and are now reporting as
combined units. The estimated average number of minutes it takes to
complete a questionnaire was increased due to feedback from
respondents.
