Sections 506, 507, 509, 510 and 511 of P.L. 95-87 provide that persons seeking permit revisions, renewals, transfer, assignment, or sale of their permit rights for coal mining activities submit relevant information to the regulatory authority to allow the regulatory authority to determine whether the applicant meets the requirements for the action anticipated.
This information collection request will result in an increase of 159,167 hours due to a re-estimate in respondent burden, and 994 hours as a program change due to an inadvertent omission in previous collections of the State burden to review information found in 774.12. OSM has also adjusted the cost for industry to publish newspaper announcements.
