OMB concurs with
the agency request that the burden hours reflect the three-year
approval of the generic ICR replacing the annualized burden of 1359
hours per year to the total burden hours of 4078 hours over 3
years. Previously specified terms of clearance on the generic ICR
still apply.

The Environmental Protection Agency
(EPA) is seeking approval for a generic information collection
request (ICR) for the conduct of focus groups and one-on-one
interviews related to survey development for economics projects.
Focus groups are groups of individuals brought together for
moderated discussions on a specific topic or issue. These groups
are typically formed to gain insight and understanding of attitudes
and perceptions held by the public surrounding a particular issue.
One-on-one interviews, as the term implies, are individual
interviews in which a respondent is generally asked to review
materials and provide feedback on their content and design as well
as the thought processes that the materials invoke.
The previous renewal for this
generic ICR requested a total burden of 4,078 hours over the
three-year approval period in the supporting statement, however EPA
erred when entering the data in the ROCIS system, requesting only
the annualized burden of 1,359 hours (as is done with non-generic
ICRs). Since generic ICRs approve burden based on three years, EPA
requests that the approved burden in ROCIS be corrected to reflect
what was contained in the original ICR.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
The following is a summary of the topics, regarding
the proposed collection of information, that the certification
covers:
(i) Why the information is being collected;
(ii) Use of information;
(iii) Burden estimate;
(iv) Nature of response (voluntary, required for a
benefit, or mandatory);
(v) Nature and extent of confidentiality; and
(vi) Need to display currently valid OMB control
number;
If you are unable to certify compliance with any of
these provisions, identify the item by leaving the box unchecked
and explain the reason in the Supporting Statement.
