This new ICR is due to the Agency's development of a Final Rule entitled "Unified Registration System" that would require those entities which are subject to the FMCSA's licensing, registration and certification regulations to use a new application form entitled Form MCSA-1, "FMCSA Registration/Update(s)."

This program change increase of 207,273 annualized burden hours is due to a new ICR contained in a Final Rule entitled, "Unified Registration System," (URS). The URS rule will extend the requirement for a biennial update to certain Applicants (Brokers, freight forwarders, and cargo tank facilities) to which the requirement does not apply today, reduce the burden associated with the filing of redundant information, and require that all forms be filed electronically.
