The rule is needed to require
applicants for aviation equipment certification to submit an
Federal Aviation Administration (FAA) determination of the
equipment's compatibility with the National Airspace System (NSA).
This will ensure that radio equipment operating in certain
frequencies os compatible with the NAS, which shares system
components with the military.
