COLLECTION OF INFORMATION EMPLOYING STATISTICAL METHODS, CPP Participants Use of Funds Survey


1. Potential Respondent Universe


The respondent universe for this collection of information will be the approximately 250 institutions participating in the Capital Purchase Program (CPP).



2. Statistical methodology for collection and sample selection, estimation procedure, and periodic cycles.

There is no sample collection. The information will be collected from the entire universe of potential respondents (see question 1). Following data collection and cleaning, data will be analyzed. There will be no estimation of this data set either to the entire universe of financial institutions or to the complete set of institutions receiving CPP capital. This information will be collected annually.



3. Methods to Maximize Response Rates


The respondent universe will be required to participate. The response rate will be measured and non-response will be followed up by the Office of Financial Stability (OFS) within the Department of the Treasury.



4. Describe any tests of procedures or methods to be undertaken.


There will not be a pre-test for this survey.



5. Individuals Involved in Statistical Consultation and Information Collection


Currently the information collection will be handled by Thomas Leonard of the OFS. Statistical consultation will occur within the Office of Finance and Operations and with the chiefs of the different OFS divisions.
