with 5 CFR 1320, the information collection is approved for three
years. The agency is reminded that it should have in place an
internal planning process so that completion of the public
notification and comment period required by 5 CFR 1320 occurs prior
to an information collection's expiration date. Agencies should
submit non-emergency extension requests sufficiently prior to
expiration dates to allow for a 60-day period of OMB review. It is
suggested the agency continue to communicate with respondents in an
effort to accurately estimate information collection burden.

The increased burden hours
previously reported that were a result of the ARRA funding
opportunities have significantly decreased in this renewal. Since
funding opportunities have been obligated, applications are no
longer being accepted. The decrease in the amount of requested
burden hours is due to the reduction of new applicants and
decreased reporting requiremments for current reciepients of ARRA
funds.
