In accordance with 5 CFR 1320, the information collection is approved for three years. The agency is reminded that it should have in place an internal planning process so that completion of the public notification and comment period required by 5 CFR 1320 occurs prior to an information collection's expiration date. Agencies should submit non-emergency extension requests sufficiently prior to expiration dates to allow for a 60-day period of OMB review.

EPA charges user fees for administering its vehicle, engine, and evaporative component certification programs. Manufacturers and importers of covered vehicles, engines, and components are required to pay the applicable certification fee prior to their certification applications being renewed. This involves submitting payments along with a filing form identifying the engine family to be covered by the fee. There are also correction and refund forms. This ICR estimates the paperwork burden of submitting these fees and forms. This is a renewal ICR for the entire certification fees program. The cost assumptions and analysis are identical to the previous renewal, updated with the latest labor costs and response estimates.
