This ICR will enable FMCSA, the
National Transportation Safety Board (NTSB), and our Federal and
State partners to identify motor carriers transporting passengers
in interstate commerce and correctly assign responsibility to these
entities for regulatory violations during inspections, compliance
investigations, and crash studies. It will also provide the general
public with the means to identify the responsible motor carrier at
the time of transportation.

Carrier Requirements
This program change increase of
102,552 estimated annual burden hours is due to a new ICR in a NPRM
that will require 6,328 entities to temporarily mark vehicles
obtained from other motor carriers, issue and retain leases or
interchange agreements, and issue and retain receipt preparation of
these transactions for one year following termination of the lease
or agreement.
