Justification for Non-substantive Change

IMLS is requesting a change to a previously approved clearance in order to include the Spanish Translation of the collection instrument and advance letters to survey participants. This non-substantive change is requesting the same expiration date of 7/31/2016.

Previous request abstract:

This study will provide national data on how museums and libraries are used, the level of public satisfaction, and needs for the future. It will provide data to help libraries and museums make decisions about their programs and services and to provide a basis on which IMLS can develop national policies and guidance to museums and libraries. It is a household-level survey of non-institutionalized adults living in the United States.

Justification for the Public Needs for Library and Museum Services (PNLMS) Survey

This is a translation of the PNLMS questionnaire for the CATI and the advance letters for the full collection and the follow-up survey for a non-response bias analysis. They are translations of the questionnaire and letters which were already approved by OMB, as needed for the administration of the survey in Spanish (as approved by OMB). These do not increase burden for the survey.
