The Engineering Research Centers (ERCs) were established by the National Science Foundation (NSF) in 1985. The primary goal of these ERCs was to strengthen U.S. competitiveness. Specifically, the centers were expected to create a culture of joining scientific discovery and technological innovation through transformational engineered systems research and education. There were also expected to build partnerships with industry as an avenue of strengthening the innovative capacity of the U.S. in a global context. Lastly, the ERCs were designed to develop diverse engineering graduates capable of being creative innovators in a global economy. The first class of ERCs was funded in 1985 and since then, 15 additional classes have been awarded for a total of 58 ERCs (61 including three Earthquake Centers that were externally funded and managed by the ERC Program). ERC awards span a 10-year period and there are currently 20 active ERCs including the 3 nano-focused ERCs of the 2012 ERC class. The performance and progress of the ERCs, as indicated by updates on the Center's vision, strategic research plan, university and pre-college education, innovation ecosystem and infrastructure components, is assessed annually through reporting and site visits. However, to date, no systematic evaluation of ERC diversity related processes and outcomes has been conducted. The ERC program is authorized under 42 U.S.C. 1861-1875. The proposed data collection supports the management of this program.
