There have been no program changes. Based on FY 2012 FPDS data, the total estimated burden hours has increased slightly based primarily on an increase in the estimated number of recordkeepers and a recognition that offerors that make an affirmative response need to make an initial entry into SAM, in addition to the biannual updates by contractors after contract award. Decreases were due to a clear delineation between the annual burden hours for each clause and the total annual recordkeeping hours.
