The Fishery Management Plan (FMP) for
the Shrimp Fishery of the Gulf of Mexico was amended by a Framework
Action (Proposed Rule 0648-BD41) to modify the funding for the
mandatory electronic logbook program. Owners and operators of
permitted vessels, if selected by the National Marine Fisheries
Service (NMFS), are required to have a newer electronic logbook
(ELB) unit installed on their vessel. The newer ELBs automatically
record vessel position information, which is then transmitted to
NMFS and used to estimate catch-per-unit-effort for the trip at
various fishing locations.

Program Change: The number of
respondents will increase by 900 for this collection due to the
expansion of the ELB program. NMFS purchased 1,500 ELB units in
2013. To date, 600 vessels have been outfitted with ELB units,
therefore, 900 additional vessels will participate in the ELB
program. The increase in burden hours for the new ELB units totals
750 burden hours (i.e., 30 for initial installation for the new
1,500 units), annualized to 250 hours. This
collection-of-information will retain 1 hour for the 6 periodic
downloads and removals for the 10 older ELB units that will be
retained in the fishery. Adjustment: Burden is no longer needed for
initial installation of the older ELB units (50 hours) or for
installation/removal of the memory chip of the logbooks for 590 of
the current 600 ELB units (59 hours). This removes 109 hours.
