RE: High School Longitudinal Study of 2009 (HSLS:09) Transcript and 2013 Update Collection Responsive Design Change Request (OMB# 1850-0852 v.12)

We request approval for the High School Longitudinal Study of 2009 (HSLS:09) 2013 Update, high school transcript collection, and between-round panel maintenance. This submission amends the clearance obtained on April 19, 2013, for the 2013 Update of HSLS:09 sample members who were in 9th grade in the fall of 2009.

Data collection for the 2013 Update is to be conducted June 2013 through October 2013. This submission also requests approval for the collection of their high school transcripts (between September 2013 and May 2014) and panel maintenance in preparation for the second follow-up with field test panel maintenance scheduled for Fall 2013 and main study panel maintenance in Fall 2014 (approximately 18 months prior to second follow-up data collection).

The change request provides a revised plan for the responsive design model to be used in the 2013 Update study and a corresponding incentive plan. The revised materials reflect the plans presented and discussed in the meeting with OMB held at NCES on April 30, 2013.
