The collection of information is used by FRA (and potentially contractors) and will continue to be used to review grant applications to determine whether they fulfill the requirements and criteria established by statute and agency guidelines concerning the awarding of grant funds to repair and rehabilitate rail infrastructure throughout the country damaged by recent hurricanes, floods, and other natural disasters. There is currently $5 million remaining of the original grant money.
Emergency Processing is required due to the nature of disaster assistance funds, current economic conditions, and the various states need for immediate assistance to vital freight transportation pathways and the important role these sectors of transportation play in the overall national economy. Due to these factors, it would be impossible for FRA to go through normal clearance procedures without public harm resulting.
