EPA is proposing revisions for the
National Emission Standards for Hazardous Air Pollutants (NESHAP)
for Flexible Polyurethane Foam Production . Potential respondents
subject to the new requirements of the NESHAP include an estimated
13 existing facilities that produce flexible polyurethane foam. The
responses attributable to this ICR consist of reports submitted to
satisfy affirmative defense provisions. No burden estimates are
provided for new sources because no new facilities are expected to
be affected sources during the next 3 years.
This is a revised data
collection due to amendments to the rule. There are additional
recordkeeping and reporting requirements resulting from the
proposed amendments related to affirmative defense, however, the
overall estimated burden has decreased because existing burden
items related to HAP ABA are eliminated under the proposed
amendments and replaced with a recordkeeping requirement, and there
are fewer major source facilities than previously estimated.
