Dear [Name]:

The U.S. International Trade Commission (Commission) is preparing a report on India at the request of the House Committee on Ways and Means and the Senate Committee on Finance (Committees). The report will provide information about Indian policies that discriminate against U.S. exports and investment, describe recent changes in these policies, and examine the effect they have had on company strategies toward India. In their request, the Committees have asked that the Commission use a survey to collect primary data on U.S. firms’ perception of Indian policies and their effects.

We have identified your firm as a valuable respondent to this mandatory questionnaire because available information suggests that you participate in an industry that is affected by restrictive policies and measures in India. Your firm need not be currently exporting to or investing in India in order to provide a valuable response. Questionnaire data used in the Commission’s report will be aggregated and will not be published in a manner that will identify the individual operations or responses of any one organization. The Commission regularly handles confidential business information and has developed procedures designed to safeguard the confidentiality of questionnaire responses.

The Committees requested that the Commission prepare this report in a letter dated August 2, 2013 (see copy enclosed) pursuant to section 332(g) of the Tariff Act of 1930 (19 U.S.C. 1332(g)). The Commission instituted Investigation No. 332-543, Trade, Investment, and Industrial Policies in India: Effects on the U.S. Economy, to collect the necessary information and prepare the report. The Commission will submit its report to the Committees by December 15, 2014, and the Committees have indicated they intend to make the report available to the public soon thereafter.

The questionnaire can be found on the Commission’s website at:

To complete the questionnaire, please download the Adobe form-fillable PDF of the questionnaire from the above website, open the PDF, and read the completion and submission instructions carefully. Please note that you will need your unique survey ID found in the top right corner of this letter.

If your firm has subsidiaries, or if it is a business unit reporting to a corporate headquarters in the U.S., please note that we are seeking a single response for your organization’s activities. This may require you to combine information from two or more business units. Please refer to the instructions on page 3 of the questionnaire for more information.

A response to the questionnaire is mandatory. Please return the completed questionnaire by [DATE].

/s/
