In administering the disqualification for the voluntary leaving of work provision of Section 4 of the Railroad Unemployment Insurance Act, the Railroad Retirement Board investigates an unemployment claim that indicates the claimant left voluntarily. The certification obtains information needed to determine if the leaving was for good cause.

The total annual responses for the information has decreased by 2,700 from 2,900 to 200 and the burden hours have decreased by 437 from 487 to 50. This decrease is largely due to the fact that unemployment in the rail industry has significantly decreased as many claimants have returned to their regular railroad employers. The RRB also has enhanced its tracking capabilities enabling us to provide an estimate of responses based on actual responses received, not just our best estimate. We have shown the decrease as an adjustment.
