This Pacific halibut subsistence
fishery program in waters in and off Alaska includes requirements
for registration for Alaska Native and non-Native individuals to
participate in the fishery, and the identification marking of
setline gear used in this fishery. The registration is for eligible
persons to practice the long-term customary and traditional harvest
of Pacific halibut for food in a non-commercial manner. The
gear-marking requirement aids in enforcement and in actions related
to gear damage or loss. The registration is for qualified persons
to practice the long-term customary and traditional harvest of

to gear damage or loss. This change would add a space for the
e-mail address of the respondent applying for each of the permits.
The change is necessary because if the respondent wants to renew a
permit with the National Marine Fisheries Service (NMFS) on-line
(not required, of course) they must provide a valid e-mail address
for the database.
Program adjustments were
reported in this analysis. Previous analyses used the total
potential respondents to calculate the numbers. This analysis uses
the number of active respondents as a more accurate number.
Previous analyses used a complicated scenario of respondents in a
boat and number of hooks per respondent to determine number of
buoys needing marking. This analysis uses the number of active
respondents using one buoy, and an estimate of 50% of the buoys
