40 CFR part 8 specifies procedures
that must be followed by persons organizing nongovernmental
expeditions to or within Antarctica in evaluating the potential
environmental impacts of their activities. These regulations
include the required considerations and elements relevant to
environmental documentation of the evaluation, and procedures for
submitting environmental documents to allow EPA to review whether
the evaluation meets the obligations set forth in the regulations
and the requirements of Annex I of the Protocol on Environmental
Protection to the Antarctic Treaty. The regulations also include
provisions for approaches for submission of the environmental
document that respondents may use that reduce the paperwork
burden.
The change in burden is due to
an adjustment by the respondents. There is a decreased adjustment
to the annual reporting and recordkeeping hourly burden of 454
hours. This decrease is the result of a change to the level of
environmental documentation EPA anticipates the operators
(respondents) will submit as well as an anticipated decrease of
operators submitting documentation.
