Congress provided the Board with the
ability to adjudicate matters that arise under the Interstate
Commerce Act, 49 U.S.C. §§ 10101-16106 (ICA) or corresponding
regulations. Among those matters, the Board's regulations provide
for a catch-all petition, 49 C.F.R. § 1117, under which persons may
seek to make requests or claims not otherwise specifically provided
for under the Board's other regulations but within the Board's
jurisdiction under the ICA.
