In order to test how well newly developed survey measures of family-provider relationship quality (FPRQ) are working, we are conducting a third round of cognitive interviews with parents of children under the age of 6 as well as providers of early care and education programs serving children ages 0-6. This round of cognitive interviews is intended to build on findings from the recent survey pilot (OMB Control No. 0970-0420) as well as two previous rounds of cognitive interviews.


Findings from two rounds of cognitive interviews (conducted in summer 2012, N = 72 under OMB #0970-0355) along with past research were used to inform the development of a pilot survey. Westat administered the pilot survey in two metropolitan areas: Atlanta, GA and Seattle, WA. Based on the findings from 288 (159 parent and 129 provider) pilot interviews (completed under OMB #0970-0420); including psychometric analysis of resulting data, the survey items were revised. Revisions were made to the survey items for two reasons: 1) New items were developed for constructs that had few items, including the constructs “strengths based partnerships” (previously called “empowerment”) and “cultural competency;” and 2) Question introductions and directions were also changed to ensure clarity. These changes will be tested in this third round of cognitive interviewing with parents and providers.


To document the changes made between the survey pilot and Round 3 of cognitive interviews, we have included the following documents with this memo:


  • Tables summarizing changes to items and their question wording along with the reasons for changes. These tables are organized by survey type (parent vs. provider).

  • The cognitive interview protocols to be used in this round of interviews.

  • Revised versions of the consent forms and thank you letters with updated Child Trends contact information.
