This collection of information allows owners of structures that have been found to be in a designated Special Flood Hazard Area (SFHA) the opportunity to request a review of this determination. With the submission of the appropriate documentation, FEMA will conduct a review of the structure in question and either certify the original finding or modify the designation so that it no longer indicates a SFHA identifier. If the structure is found to not be in a SFHA, FEMA will issue a written determination and modify the appropriate map by a Letter of Map Amendment (LOMA) or a Letter of Map Revision – Based on Fill (LOMR-F). The structure then qualifies for a waiver of flood insurance.

The burden adjustment decrease is due to the burden estimates for surveyors and engineers have been combined. Respondents are required to get certification from a surveyor or engineer before submitting the form to FEMA. Therefore the redundancy with collecting information for FEMA Forms 22 and 22A and FEMA Form 26A has been eliminated. FEMA Form 22 and 22A (Spanish) were combined which also caused a decrease in the annual number of responses. There is also been a program increase to include the time to review the new LOMC turioral and the annual in annual responses for each of the FEMA Forms have increased due to the issuance of new Flood Insurance Rate Maps (FIRMs) for numerous communities.
