This is a program change (increase) to burden resulting from the inclusion of new GPRA measures for the program, in addition to a reinstatement of hours. In FY 2013, the Department revised its GPRA measures to better reflect program goals, target grantee performance, and collect data on meaningful evaluation measures. In an effort to assist applicants with providing data for collection to respond to these new GPRA measures, program-specific guidance has been provided in the collection on preparing evaluation plans, proposing project-specific measures, and reporting data to respond to program GPRA measures for use in the FY 2014 competition cycle and beyond. It will take applicants additional time to review this new guidance, and to develop more amplified evaluation plans. The GPA program is also asking new applicants to include project-specific measures in their grant proposal, which is a new requirement.
