An interagency ad hoc committee developed Standard Form (SF) 330. The ad hoc committee based the development of the form on Federal Facilities (FCC) Council Technical Report No. 130, Joint Federal-industry Survey on the Use of SFs 254 and 255 for Architect-Engineer Qualifications, 1996 (The Federal Facilities Council is an arm of the Congressionally chartered National Academy of Sciences.) The report stated that Federal agencies and the architect-engineer industry strongly endorsed maintaining a structured format for presenting architect-engineer qualifications. The report also concluded that the SFs 254 and 255 needed improvement. Federal Acquisition Regulation (FAR) Part 36 is the reference point for the form.
The public burden hours for the information collection has decreased by 293,760 hours. The Government has increased the number of review hours per response based upon the information provided by the respondents; however, the overall number of burden hours has decreased based upon updated FPDS data for the number of respondents.
