B. COLLECTIONS OF INFORMATION EMPLOYING STATISTICAL METHODS
1. Description of the Activity
Describe the potential respondent universe and any sampling or other method used to select respondents. Data on the number of entities covered in the collection should be provided in tabular form for the universe as a whole and for each of the strata in the proposed sample. Indicate the expected response rates for the collection as a whole, as well as the actual response rates achieved during the last collection, if previously conducted.
The 2014 Pentagon/Mark Center Transportation/Commuter Surveys will be disseminated through email containing a link to the online survey. All Pentagon and Mark Center personnel (approximately 29,000) will be invited to participate. The WHS TMPO expects about 5,800 respondents (20 percent) through increased communications effort to include weekly reminder emails. The 2013 survey response rate was 15 percent.
2. Procedures for the Collection of Information
Describe any of the following if they are used in the collection of information:
Statistical methodologies for stratification and sample selection;
The surveys are designed to be a census of all Pentagon and Mark Center personnel (approximately 29,000). They will be invited to participate via email.
Estimation procedures;
None
Degree of accuracy needed for the Purpose discussed in the justification;
The 2014 Pentagon/Mark Center Transportation/Commuter Survey will be disseminated through email containing a link to the online survey. The WHS TMPO expects about 5,800 respondents (20 percent). The 2013 survey response rate was 15 percent. Traditional transportation surveys receive response rates of 20 percent to be considered statistically sufficient1.
Unusual problems requiring specialized sampling procedures; and

Use of periodic or cyclical data collections to reduce respondent burden.

3. Maximization of Response Rates, Non-response, and Reliability
To achieve a higher response rate for the 2014 Pentagon/Mark Center Transportation/Commuter Survey, the WHS TMPO will advertise the 2014 survey through InfoNet, weekly transportation newsletters, Pipeline articles, monthly transportation tables, distributing flyers, and reminder emails.
4. Tests of Procedures
Test procedures include the 2013 commuter survey performed for the 2010 BRAC 133 Transportation Management Plan. The WHS TMPO coordinated with the WHS EM Survey Methodologist to review the prior year’s commuter survey questions to provide updates. The WHS EM Survey Methodologist also provide TMPO staff with a test hyperlink to the Interactive Customer Evaluation (ICE) online application to allow TMPO staff to take the survey multiple times in preview mode to identify any issues. Additionally, previous annual transportation/commuter surveys were performed by the WHS Transportation Program and reviewed by the Defense Manpower Data Center (DMDC).
