URCS Data Available
2009 Uniform Costing System (URCS) information,
which applies the Board’s 2009
cost-of-capital finding for the rail industry, is now

Public Hearing Rescheduled
The Board has rescheduled its December 9, 2010 public
hearing on revisiting commodity, boxcar, and intermodal
regulatory exemptions to February 24, 2011. To read

Supplemental Environmental Impact Statement
To address new project information, the STB’s Office of
Environmental Analysis has decided to issue a
Supplemental Draft Environmental Impact Statement for
“R.J. Corman/Pennsylvania Lines’” proposed rail-line
construction and operation in Clearfield and Centre

Revenue Adequacy Determination
The Board has issued its latest annual determination of

The STB is an economic
regulatory agency charged with
resolving freight railroad rate and
service disputes, reviewing
proposed rail mergers, rail line
purchases, constructions and
abandonments. The Board also
oversees Amtrak’s on-time
performance and has jurisdiction

Managing Service Demands
Chairman Daniel R. Elliott III wrote a letter to railroads
on August 9, 2010 requesting their plans for managing
service demands through the end of year. To see the

Report to Congress on URCS
Responding to a request from Congress, the STB
issued a report outlining options for updating the
Uniform Rail Costing System, which is used by the
Board in rate and other cases. To read the full report,

Liability and Indemnity Report
The STB has issued a report on the liability and
indemnity provisions contained in agreements between
passenger and freight railroads. The report was

Welcome to E-Filing at STB
E-filings (electronic filings) can be made in lieu of
certain paper filings. E-filing is a file attachment
process. The document(s) you submit must include
the name and address of the person responsible for
the filing. E-filing may not be used to file:





initial filings in a proceeding;
filings requiring a fee (with the exception of
recordations, which may be e-filed);or
large evidentiary filings (over 10MB).

E-filing is not mandatory. You may continue to
submit paper filings by submitting an original and
ten copies to:

Some of our e-filing systems will require you to log
in, others will not. If you are prompted for a user
name and password, you must first request a login
account. Your user name will be your e-mail
address and you will choose your password during
registration. Once we grant you an account, you

Formal Filing
E-filing is a file attachment process. Prepare your submission in the same manner as
you would if filing by paper. All documents in a formal filing must include the docket
number(s) applicable to the submission, as well as the name and address of the
person responsible for the filing. In addition, formal filings must be submitted as a
PDF document and, if available, in the original electronic document format. E-filing
may not be used to file:





initial filings in a proceeding;
filings requiring a fee (with the exception of recordations, which may be efiled); or
large evidentiary filings (over 10MB).

Documents received after 5pm EST will not be processed until the next business
day.
