Tribal MIECHV Benchmark Areas and Related Constructs

There are six benchmark areas including between three and nine constructs within each area for a total of up to 36 constructs.

  1. Maternal and newborn health (9)

    • Prenatal care; Parental use of Alcohol, Tobacco or Illicit Drugs; inter-conception care; inter-birth intervals; screening for maternal depressive symptoms; breastfeeding; well-baby visits; regular visits to a primary healthcare provider or medical home; maternal and child insurance status

  2. Child injuries; Child Abuse/Neglect; Emergency Department (ED) visits (7)

    • Child ED visits from all causes; maternal ED visits from all causes; information provided on injury prevention; incidence of child injuries requiring treatment; suspected child maltreatment; substantiated maltreatment; first time maltreatment

  3. School readiness and achievement (9)

    • Parent: support for learning and development; knowledge of child development; parent-child relationship; emotional well-being or parenting stress;

    • Child: communication, language, emergent literacy; cognitive skills; positive approaches to learning; social behavior and emotional well-being; physical health

  4. Domestic violence (3) or Crime (2)1

    • DV: Screening for domestic violence; referrals for services; completed safety plan

    • Crime: Arrests; convictions

  5. Family economic self-sufficiency (3)

    • Household income and benefits; employment or education of adults in household; health insurance status

  6. Coordination/referrals to community resources (5)

    • Families identified for necessary services; families receiving referrals; Memorandums Of Understandings (MOUs) with community agencies; community agencies with clear point of contact; completed referrals



1 Grantees may choose to report on domestic violence OR crime. All Tribal MIECHV grantees have selected domestic violence and report on a total of 36 constructs.
