This program change implements a U.S. District Court decision holding that the Department has the statutory authority to take Alaska land into trust for Alaska Natives, and vacating the provision of the regulations prohibiting the Department from taking Alaska land into trust. The program change would allow Alaska tribes the opportunity to submit applications to take off-reservation land into trust, so we increased our estimate of off-reservation applications to reflect this increase in respondents.
