In the Report and Order and Declaratory Ruling, FCC 07-186, CG Docket No. 03-123, the Commission adopted new cost recovery methodologies for various forms of telecommunications relay services (TRS), e.g. interstate traditional TRS, interstate STS, interstate CTS, and interstate and intrastate IP CTS, based on the MARS plan, which averages state intrastate compensation rates. The FCC is taking this action to ensure that providers of these services receive compensation that more accurately reflects their reasonable actual costs. Also, the information collection requirements that are currently approved under OMB control number 3060-1111 are being consolidated into collection 3060-0463 with this submission.
