There is an increase in the number of respondents (from 73 to 84), responses (from 5,941 to 7,274), and burden hours (from 2,555 to 2,637) from the last approval. The increases are due to the addition of U.S. and Foreign Financial Institutions qualification and Certificate of business regarding participation in U.S. government administered programs and other changes from comments received from the proposed rule issued on July 27, 2011.
