Short Statement: The 2-hour burden increase is the result of an adjustment APHIS has made to the total burden hours. In 2011, all burden hours were less than 1, so when added together they totaled 1. However, all burden hours should have been rounded up to 1, and then the burden hours would have totaled 3. Therefore, in this package, all burden hours have been rounded up, so now the burden hours total 3.
