Subject: Changes to the approved NHES 2014 ASPA and ATES Feasibility Test OMB Clearance Package (OMB# 1850-0803)


Attached please find revised clearance documents for the NHES:2014 Feasibility Study approved on 10/22/2013 (OMB# 1850-0803 v. 85). The changes are summarized below:


  1. Due to budget constraints, NCES is reducing the number of households sampled for the adult portion of the study. The number of households receiving the ATES and the CWS questionnaires has been reduced from 13,987 each to 7,761 each. This in turn reduces the total number of burden hours from 11,269 to 9,453. Only section A9 changed in the “NHES 2014 Feasibility Study Memo” document.


  1. In consultation with the Interagency Working Group on Expanded Measures of Enrollment and Attainment (GEMEnA), NCES has made some revisions to the cleared ATES questionnaire. Corresponding changes will be made to the CWS questionnaire, which contains a subset of ATES items. The following questionnaire item changes are marked in the attached PDF.

    • 5a—added an instruction “Do not include college degrees.”

    • 5c—changed “another” to “any”

    • 5f—added an instruction “If you are not employed, answer “No.””

    • 5g—changed “last earn or renew it?” to “first earn it?”

    • 5h—added new item to determine last credential earned

    • Intro to 6—revised instruction to refer to last earned (deleted “or renewed”) and referenced the “one you marked in question 5h”

    • 7—added “no degree” to response option 2

    • 8—removed detail about how often credential has to be renewed

    • 47c—added an instruction “Round up to the nearest hour”

    • 47d—added an instruction “If you are not employed, answer “No.””
