NHTSA proposes to conduct the next
administration of the Motor Vehicle Occupant Safety Survey (MVOSS),
which the agency uses to track changes in public attitude,
knowledge, and behavior related to occupant protection. The MVOSS
also collects information related to Emergency Medical Services and
crash experience. The survey is composed of two questionnaires,
with one focusing on seat belt use and the other focusing on child
occupant protection. Each questionnaire will be administered to an
independently drawn national probability sample. The proposed MVOSS
will involve a major change in methodology from the previous
MVOSSs. It will select sample from an Address Based Sampling Frame,
and will be Web-based. For those people who choose not to respond
to the survey over the Web, NHTSA will offer paper (mail back) and
telephone as alternative response modes.

This is a reinstatement with
change. It requires a program change due to agency discretion to
add the estimated 3,495 hours to develop and implement the next
MVOSS. NHTSA seeks to obtain additional trend information on
attitudes/awareness/behavior regarding occupant protection issues
as well as respond to new information needs in those areas.
