To adequately test the proposed instrument, CNCS will initially conduct a pilot drawn from the sampling frame. Following the administration of this pilot, CNCS will provide a brief memorandum highlighting the key findings and any changes made to the survey instrument and administrative procedures. If the changes are not substantial, OMB will provide clearance to administer the instrument to the full sample. If there are substantial changes made to the instrument, CNCS will resubmit the collection with a new 30-day notice.
