In 1997 the Commission adopted rules providing support for the Universal Service Schools and Libraries Support Mechanism (E-rate Program). FCC Forms 470 and 471 are required to determine eligibility by schools and libraries for discounts under the program, so that they can purchase telecommunications services, Internet access, internal connections, and maintenance services.

The FCC has made various changes to Forms 470 and 471, including removing outdated questions on Form 471 originally intended to determine service impacts; both types of Priority One services are now consolidated into one field on Form 470, and applicants are no longer required to break out services they are seeking as telecommunications services or Internet access; data collections related to broadband services ordered by schools and libraries are limited to applicants requesting broadband and other connectivity services and tied to individual funding; and applicants can now indicate whether they are a federal entity on Form 47 The burden has increased because more applicants are applying for E-rate program funding.
