Short Statement: Only five applications, out of the usual 25, were received before the new 2014 Farm Bill requirements stopped the program from accepting further applications. The Farm Bill includes a number of changes to the existing program requirements under 7 CFR part 1738. New regulations implementing changes to 7CFR part 1738 will be submitted to OMB as a separate new collection package.
