There is an increase to the level of effort estimated for sponsors and the Government in both one-time costs and continuing costs. These changes are made primarily to address the documentation and reporting of Flight Simulation Training Device (FSTD) modifications required in FSTD Directive #2, included in the new Notice of Proposed Rulemaking titled "Flight Simulation Training Device Qualification Standards for Extended Envelope and Adverse Weather Event Training Tasks" (RIN 2120-AK08).
