Public housing agencies (PHA) apply
for funding to assist very low-income families to lease or purchase
housing. PHAs maintain records on participant eligibility, unit
acceptability, lease and housing assistance payments, and budget
and payment documentation. In some cases, PHAs voluntarily divest
their voucher programs to a receiving PHA. PHAs may also
project-base a portion of their vouchers or use their vouchers
under the Homeownership Option.
