The objective of this project is to
collect data necessary for evaluating the attitudes and preferences
of saltwater sport fishing charter businesses, whose clients fish
for Pacific halibut in Alaska, towards the newly-implemented
Halibut Catch Sharing Plan and potential variations of one or more
of its component programs contained therein (some of which are
under discussion at the North Pacific Fishery Management Council).
This information is needed to improve federal management decisions
affecting charter-based Pacific halibut fisheries in Alaska, which
are federally managed with the cooperation of the International
Pacific Halibut Commission. The data collection consists of
conducting a repeated mail survey with a sequential telephone
interview using a census of Alaska charter businesses who have been
issued a federal charter halibut permit that allows their clients
to harvest Pacific halibut.
