OE-417 collects information on electric emergency incidents and disturbances for DOE's use in fulfilling its overall national security and other energy management responsibilities. The information will also be used by DOE for analytical purposes. Electric utilities that operate a Balancing Authority and/or Reliability Coordinators and other Electric Utilities, as appropriate, file Form OE-417. In Alaska, Hawaii, Puerto Rico, the U.S. Virgin Islands, and the U.S. Territories, local utilities file the form.

Cutting Redundancy
The total respondent community burden has decreased by 2,166 from 7,227 hours to 5,061 hours since the 2011 submission. This is due to DOE estimating that entities will decrease training from two (2) hours a year to 1.5 hours a year to the stability and consistency in the form data collection. The estimated number of reports has stayed consistent at approximately 300 submissions annually and DOE continues to estimate that it will take 10 minutes to account for additional data some respondents report in the first filing of the report. This estimated time for Schedule 1 is (10 minutes) is consistent with the 2011 recertification of Form OE-417.
