In accordance with 5 CFR 1320, the change in burden to the information collection is approved. All other terms of the previous clearance remain in effect. EIA will continue to submit individual collections (cognitive interviews, research surveys, etc.) under this generic clearance to OMB for approval prior to moving forward with any of these pilots. OMB will strive to provide feedback on the individual collections within ten working days of the submission, whenever possible.

The EIA-882T is used to conduct pretest surveys, pilot surveys, (face-to-face interviews, telephone interviews, mail questionnaires and electronic questionnaires), respondent debriefings, cognitive interviews, usability interviews and focus groups. Data are used to modify questionnaires to improve the quality of the data being collected, reduce or minimize respondent burden, increase agency efficiency and improve responsiveness to the public. Samples of potential respondents to proposed surveys are selected to participate.

This is a non-substantive change in burden request to accommodate anticipated research that is necessary to improve the quality of EIA's data collections. Specifically, EIA plans to conduct Pilot Survey testing on Form EIA-457A-N, "Residential Energy Consumption Survey" (RECS). EIA is requesting approval to increase the limit on the number of burden hours associated with this Generic Testing Information Collection Request to primarily accommodate researching proposed changes to the RECS.
